Why Will My Chlorine Level Not Come Up?
Short answer
Chlorine that will not register is almost always being consumed as fast as you add it, usually by algae, ammonia or organic contamination. The other common causes are cyanuric acid above 100 ppm, degraded chlorine product, and high pH making chlorine ineffective. Test CYA and pH first.
If you keep adding chlorine and the test still reads zero, the chlorine is not missing. It is being consumed the moment it enters the water. Something in the pool is creating demand faster than you can dose.
Work through the causes in order rather than dumping in more product, because the wrong fix here gets expensive fast.
Start with cyanuric acid and pH
Cyanuric acid above 100 ppm slows chlorine down badly. The test may show chlorine present but it behaves as if it is not there, algae grows, and demand climbs. If CYA is over 100 ppm, no amount of chlorine solves this. You need to dilute with a partial drain and refill.
pH above 7.8 cuts chlorine effectiveness sharply. At pH 8.0 only about a fifth of your free chlorine is in the strong sanitizing form. Bring pH to 7.2 to 7.4 before you shock, and everything else works better.

Then look for what is eating it
Algae, including the kind you cannot see. A pool can carry a heavy algae load and still look clear. Algae consumes chlorine continuously. The test for it is a proper overnight chlorine loss test: shock the pool after dark, record free chlorine, and retest at sunrise before the sun hits. Losing more than 1 ppm overnight means an active organic demand.
Ammonia. This is the nastiest version. If a pool sat unchlorinated for weeks, especially warm and covered, CYA can break down into ammonia. An ammonia pool can absorb a startling volume of chlorine before free chlorine registers at all. It is real and it takes persistence, not more trips to the store for a different product.
Organic debris. Leaves, blown-in vegetation, dead insects, storm debris in the skimmer or on the floor. Every bit of it consumes chlorine. Clean it out physically first.
Phosphates and nitrates feed algae, which drives demand back up even after you clear it.
Check the chlorine itself
Liquid chlorine loses strength on the shelf, and fast in heat. A jug that sat outside in the sun for a month may be half its labeled strength or worse. Buy fresh, buy from somewhere with turnover, and store it cool and dark.

- Salt cell not scaled over or past its service life
- Salt level in range for the generator, generally 2,700 to 3,400 ppm
- Generator output turned up and the cell actually producing
- Pump running enough hours (8 to 12 in warm weather)
How to break through it
Once CYA and pH are addressed and debris is removed, run a SLAM-style process: raise free chlorine to shock level and hold it there, testing and re-dosing several times a day until three conditions are met at once. Free chlorine loss is under 1 ppm overnight, combined chlorine is at or below 0.5 ppm, and the water is clear.
This takes days, not hours, on a badly demanded pool. Adding one dose and walking away is why people conclude nothing works.
Brush the walls and floor daily during this, run the pump continuously, and clean or backwash the filter as pressure rises.
When to bring in help
Call a professional if CYA is over 100 ppm and a drain is needed (particularly here, where the high water table makes emptying a pool risky), if you suspect ammonia, or if the pool has been neglected for months.
Keys conditions that create demand
Warm water and year-round sun mean a Key West pool never gets the cold-weather pause that keeps mainland algae in check. A pump that goes down for a few days in August here can produce a green pool in a way it would not in a temperate climate in the same timeframe.
Storm season is the other big one. Wind drives organic material into pools, heavy rain dilutes chlorine and drops pH, and a power outage that stops circulation for two days can create weeks of chlorine demand. Rental properties that sit unattended between guests are the most common version we see of a pool that suddenly will not hold chlorine at all.
Find and remove the demand before you buy more chlorine, because a pool that consumes everything you add will keep consuming until the underlying cause is gone.
