Why Is My Pool Cloudy When the Chlorine Level Is Fine?
Short answer
Chlorine sanitizes but does not filter. Cloudy water with good chlorine is usually caused by high pH above 7.8, calcium hardness above 400 ppm, a dirty or worn filter, or insufficient pump run time. High cyanuric acid can also make a normal chlorine reading ineffective.
Chlorine sanitizes water. It does not clarify it. A pool can hold a perfect 3 ppm free chlorine and still look like skim milk, because the thing making it cloudy is either dissolved minerals falling out of solution or particles your filter is not catching. Here is how to work out which.
First, make sure the chlorine reading means what you think
A “fine” chlorine number can be misleading in two ways.
Check cyanuric acid. Stabilizer protects chlorine from UV, but above roughly 80 to 100 ppm it binds chlorine so tightly that a 3 ppm reading behaves like far less. The working guideline is that free chlorine should be at least 7.5 percent of your CYA level. At 100 ppm CYA you need 7.5 ppm free chlorine just to keep pace, so your comfortable-looking 3 ppm is actually a deficit.
Check combined chlorine. Total chlorine minus free chlorine should be 0.5 ppm or less. Above that you have chloramines, which cloud water and irritate eyes even while free chlorine looks acceptable.
High pH is the most likely culprit
If chlorine is genuinely fine, look at pH next. Above about 7.8, dissolved calcium begins precipitating out as extremely fine white particles that scatter light. The pool goes milky and no amount of chlorine changes it.
Hold these ranges:
- pH: 7.2 to 7.8, target 7.4 to 7.6
- Total alkalinity: 80 to 120 ppm
Alkalinity is what keeps pH from drifting. If your pH climbs back up within a day or two of correcting it, alkalinity is likely too high and that is the number to bring down first.
Then calcium hardness
Calcium hardness above roughly 400 ppm on a plaster pool means the water is saturated. Any rise in pH or temperature pushes calcium out of solution, and you get a persistent haze plus scale on tile and equipment.
Calcium does not leave a pool on its own. Evaporation removes water and leaves the minerals behind, and every refill adds more. The only real correction is partial draining and refilling with lower hardness water, or a reverse osmosis treatment.
Filtration and run time
This is where a lot of chemically perfect pools stay cloudy.

Run time is the other half. Most pools need at least one full turnover per day, and a pool that is fighting haze needs two. If you cut run hours back over the winter or set a variable speed pump to its lowest setting to save power, that alone will cloud a pool with flawless chemistry.
